A House to House collection is a charitable collection made by means of visits from house to house, to give,
whether for consideration or not, money or other property.
This is also applicable to collections taking place in public houses and places of business.
The collector moves on after each collection.

Legislation

is an offence to promote, and it is an offence to make a house to house collection for charitable purposes without the promoter first obtaining a licence from the local authority.

'Charitable purpose' means any charity, benevolent, or philanthropic purpose, whether or not the purpose is charitable within the meaning of any rule of law

Envelope collections may only be undertaken by holders of Orders of Exemption (section 13(1) of the 1947 regulations) and by holders of Exemption Certificates (section 1(4) of the 1939 Act).

You are required to submit a Statement of Account within 1 month of the collection.

Do I need a licence if the collection is for a local charity?

Yes, although, you would not necessarily need a House to House licence as you can apply to the local police for a ‘Certificate of Exemption of a Local Collection of a Transitory Nature’.

These are granted if the police are satisfied that the collection is local in character and is likely to be completed in a short period of time.

How much would a licence cost?

There is no charge for a licence.

How long does it take to get a licence?

The application must be received 28 days prior to the collection.  Once the necessary Police checks have been carried out a licence can be issued.
