Before telephoning it may save time if you first refer to the list of services and decide which department you need. If still unsure, tell the operator as clearly as possible what your query is and they will do their best to help.
Callers to the District Council who in fact require Wiltshire County Council, or North Wiltshire or Salisbury District Councils can be transferred at local call rates. It is not possible to transfer calls to West Wiltshire District Council.
Each Kennet District Councillor is elected to represent an area of the Kennet District. These are called wards. Wards are set and reviewed by the Electoral Commission in London after consultation with local authorities. There are currently 43 members of the Council.
Councillors are elected by a voting system called first-past-the post. At election the candidate with the highest total vote wins. However once elected the Councillor represents all the voters in the ward that elected them, no matter how they voted in the election.
Your Councillor is always a good person to speak to if you want to express your opinions about any issues relating to the Council.
All the Councillors meet together at least six times a year in full Council meetings. These are presided over by the Chairman of the Council. The Council meeting debate and approve the budget, the major policies and the appointments of all senior positions within the Council.
Officers
The work of the Council is undertaken by full time staff called “officers.” The officers are organised into three main departments under the direction of the Chief Executive and two Strategic Directors. The Chief Executive is the head of the paid service and principal policy advisor to the Council. One Directorate (Community Services) is responsible for delivering services directly to the public. The other (Resources) is responsible for ensuring that the Council has the necessary resources to carry out its role.
Committees
The day-to-day decision making is undertaken by the Council’s three Policy Committees. These are the Resources Executive Committee, the Community Development Executive Committee and the Planning Policies Executive Committee. They operate within the policy and budget frameworks set by full Council.
Constitution
The Council operates under a set of rules that derive from legislation and decisions made by the Council. these are collected together in the Council’s Constitution. The Constitution regulates the actions of Committee, Members and Officers and sets out the rights of the public.

All Council meetings are open to the public and agendas are published at least five days in advance of the meeting.
You should be aware that the public can be excluded from a meeting, when it considers business which is legally exempt. If such business is being considered the Committee will pass a resolution to go into closed session.
All meetings of the Council, Committees and Sub-Committees take place in the Council suite at Kennet District Council’s Browfort Offices in Devizes.
