Risks and registration

Cooling towers and evaporative condensers have been associated with outbreaks of Legionella. The Cooling Towers and Evaporative Condensers Regulations 1992 requires that all premises containing a wet cooling tower, evaporative condenser or both to notify local authorities on an approved form. (This does not include small air conditioning units).
The main purpose of this notification process is to identify potential sources of risk and allow enforcing authorities to monitor and inspect them more easily.
Whilst the task of maintaining records of wet cooling systems under the regulations rests with local authorities, responsibility for enforcement in respect of standards of assessment and control is split between the Health & Safety Executive (a government agency) and local authorities, depending on the main activity of the premises.
Operators of installations should be aware that both the local authority and HSE will undertake a number of visits to their premises to ensure standards are met and will take enforcement action where appropriate.

Air Handling Units

Information on health risks associated with air conditioning.

Air handling units within buildings may be linked to air conditioning systems. Some air conditioning systems e.g. those which use evaporative cooling, may pose potential health risks if not properly maintained.
The message is therefore “make sure your air handling units are serviced at appropriate intervals, and follow the instructions by the supplier or manufacturer”.
