The Government introduced a new system of development planning under the Planning and Compulsory Purchase Act 2004, called the Local Development Framework (LDF). This will replace the existing system of local plans.  

A local development framework consists of a set of documents to provide the spatial planning framework for the district and includes both development plan documents (DPDs) and supplementary planning documents (SPDs). These documents contain the policies and proposals to guide future development, protect the environment and are used to determine planning applications.  

DPDs that Kennet is currently preparing comprise :- a Core Strategy, together with core policies and proposals map; and an Area Action Plan for Devizes town centre.

The adopted Kennet Local Plan is a “saved plan” until September 2007, under the provisions of the legislation.  As the Core Strategy is not anticipated to be adopted until 2010, the Secretary of State has agreed to save key policies of the local plan for a further period of time up to the Core Strategy’s adoption.  A list of the ‘saved’ policies (pdf, 1170 KB) agreed by the Secretary of State can be viewed by following the link.

Renewable Energy
The Planning Policies Executive Committee of the Council approved an interim policy on renewable energy for the purposes of development control at a meeting held on 20th September 2007. Essentially, the policy requires larger-scale developments to provide, as minimum, sufficient on-site renewable energy to reduce C02 emissions from energy use by users of the buildings constructed on site by 10%. Thresholds are set to determine what is meant by a larger scale development, and these are 1000sqm for non-residential and ten or more houses for residential.
This policy is now a material consideration in determining planning applications.
