There are three stages at which you may make a representation against the Penalty Charge Notice:

  1. Informal challenge after the Penalty Charge Notice (PCN) has been placed on your vehicle (and before a Notice to Owner has been issued)

  2. Formal Representation by the vehicle keeper only after they have received a Notice to Owner (NtO) from the Council (28 days after the issue of the PCN and when the full charge is due).  The NtO will include a web code that must be entered in order to make a representation.

  3. Appeal to the independent Traffic Penalty Tribunal this can only be done if the Council rejects a formal representation.
