Businesses have a legal responsibility under the Environmental Protection Act 1990 to store their waste and ensure it is disposed of at a suitably licensed site by a registered waste carrier, such as Kennet District Council.
What is commercial waste?
Waste produced on a non-domestic property.
What collection services does the Council provide for commercial waste?
Kennet District Council offers collections of commercial waste from either wheeled bins or blue bags. There is an annual charge for this service
This is a weekly collection service; however alternative arrangements can be made.
This service is supplied on application; every company must complete a Trade Waste Agreement including conditions of service and a Duty of Care Notice.
What is the Duty of Care?
A law which states that all reasonable steps must be taken to keep waste safe. All commercial waste producers must dispose of their waste in an approved manner.
This means that if they are placing their waste out for collection they must have had an agreement with a licensed carrier to collect.
What is a Waste Transfer Document?
This is an auditable trail of events. A Waste Transfer Document will state the producer of the waste, the waste carrier and site of disposal. Waste Transfer Documents must be kept for two years.
Why do I have to place my commercial waste out in a wheeled bin or blue bag?
If waste producers use the Council's services they must comply with the Council's policy. If commercial waste is placed out for collection by the Council in a receptacle that is not a council blue bag or wheeled bin it is clear no arrangement with the Council has been made for its collection.
What must I do?
Commercial customers must ensure that they place their Council wheeled bins or blue bags out for collection by 07:00hrs on the day of collection. Bins and bags must be placed kerbside.
Please note that the Council will not collect excess waste placed out to the side of the bins and will only collect bins that have closed lids.
Why don't non-domestic rates pay for commercial waste collection?
Non-domestic rates are collected by the district authority; however they are not retained but passed on to the government and put into a national pool.

What about commercial recycling?
The Council offers a fortnightly kerbside collection service to it's commercial customers for paper, cans, glass, textiles and aerosols using green boxes and wheeled bins.
Businesses that have a waste contract with the Council can have up to 4 green boxes OR 1 wheeled bin for no charge. Additional boxes and wheeled bins are available for a small annual charge.
Can I recycle cardboard?
The Council does not currently operate a kerbside collection service for cardboard, however is working on introducing this service.
However, the Council can offer its customers a skip service for cardboard collection. There is a charge on this service and skips will be left permanently on site until it requires emptying.
