What is a Street Collection?
The legislation defines a Street Collection as :
‘“collection”
meaning the collection of money or, the sale of articles for the benefit of charitable or other purposes.
The
word “collector” shall be construed accordingly;’
Regulations have to be approved by the Home Office and adopted by Kennet District Council.View Regulations
How do I obtain a licence?
You can download an application form below however you are advised to discuss the availability of dates before submitting your application as only one collection is permitted at any one time.

How much does a licence cost?
There is no charge for
a licence.
How
long does it take to get a licence?
The application
must be received 28 days prior
to the collection.
Once the necessary Police checks have been carried out a licence
can be issued.
Once a permit is granted do I need to do anything else?
You are required
by law to submit a Statement of
Accounts within 28 days of the collection.
This shows the amounts raised, expenditure
and final amount collected for the given organisation.
Organisations who do not comply
with this requirement will not be issued with a permit the following year, nor be considered for a second
permit in that year.
Do I need Public Liability Insurance?
You will only require Public Liability insurance if you have a table top sale or erect any other structures i.e. information boards etc
Do I need to
be a registered
Charity?
No, but the Licensing Officer needs to be satisfied
that the collection
is for a legitimate charitable purpose. ie. playgroup, schools
What if a shop gives me permission to collect outside their shop?
The
same applies as
if you were collecting in a street. The legislation refers to a street or public place.
If
you were inside the shop then a licence/permit would not be required.
Where and when can I collect?
The designated areas for Street Collections in Kennet will be on streets and/or public places in the towns of

(1) Devizes,
-
(2) Marlborough,
-
(3) Pewsey,
-
(4) Tidworth and Ludgershall
-
(i.e. the main settlements in Kennet).
Your permit will allow you to collect anywhere in the specified town.
The popular areas for
collection are:
DEVIZES:
The Brittox, Market Place, outside supermarkets
MARLBOROUGH: High Street
Table
Top sales normally take place in Devizes (outside Currys) and Marlborough (outside Lloyds Bank)
In
general you may apply to collect between 08.00 hrs and 18:00 hrs,
any day of the week.
How
often can I collect?
Each
organisation can apply for two permits annually.

Can I sell raffle tickets in the street?
In spite of
being registered under the Lotteries
and Amusement Act 1976, and being in possession of a current licence,
no lottery tickets
may be sold to the public in a street except from a kiosk or shop premises.
