Increased traffic congestion and illegal parking is causing a nuisance. Correct enforcement of the regulations will help to:
Keep traffic moving by deterring illegally parked cars especially during peak times.
Support local business by encouraging commuters to use long stay parking leaving central areas for customers and visitors.
Support Town centres by ensuring a turnover of short stay spaces to increase access to local facilities.
Increase disabled bay enforcement ensuring availability of the spaces for the blue badge holders.

Kennet District Council as a partner of Wiltshire County Council is responsible for the enforcement of all parking restrictions within the District previously controlled by the Police. The Council will carry out strict enforcement to ensure that the regulations are observed correctly.
The Councils
Parking Officers will patrol 'yellow line' waiting and parking restrictions throughout the district.
All vehicles found in contravention
of the regulations will be issued a Penalty Charge
Notice (PCN). The Police will still enforce the more serious offences that may involve penalty points
on driving licences.
The Owner / keeper of the vehicle is responsible for paying the Penalty charge no matter who was driving.
The Penalty charge is
Band 2;;
this will be discounted to
50% provided the Penalty charge is paid within 14 days of issue.

If the Penalty charge remains unpaid it will later increase to £90 and a charge certificate will be issued.
Finally the debt will be registered at the County Court and a warrant will be issued to bailiffs to collect the debt, they will add their own charges and costs
Illegal parking is a nuisance to everyone! Vehicles parked on yellow lines can be dangerous, as other vehicles have to manoeuvre around them and this can disrupt traffic flow.
Vehicles parked over parking bay lines stop others from using the space.
Pavement parking obstructs pedestrians and wheelchair users. The areas behind yellow lines, verges and paved areas provide pedestrian safe areas and parking in them is also illegal.
The times that restrictions apply are normally shown on the signs, if there are no signs the restrictions will be 24 hours.
Only those who contravene the regulations need worry.
Always check the signs and road markings before you park. If your are in any doubt read the Highway Code to remind yourself of the regulations.
Strict enforcement of the regulations will benefit all of us.
The Parking Officer cannot cancel a PCN. The procedure for challenging a PCN is set by law.
Persons who believe the charge notice was wrongly issued have rights of appeal. These are explained on the PCN and all correspondence at each stage.
